Is the question will the federal government take over education?

Given we already have the federal agency the Department of Education dictating dollars and curriculum are we really asking this question?. The Austin American Statesman has a story about Texas being concerned that there is a possible federal takeover. I'm confused on this story since the federal government has already put its fingers into each states education. The story if any would be on how we remove the federal government and the decline in student performance since the inception of the Department of Education. If someone is now warning of a federal takeover and holding school districts hostage by controlling funds given to schools, then it should be investigated as to what further impact this would have on a already ailing educational system. Regardless what is going on it does bring up the question for us parents, "Are we paying attention?". It only affects our children after all. (story below)

Texas Education Commissioner Robert Scott said Wednesday that the Obama administration is marching toward a federal takeover of the nation's public schools — and Texas should fight it.

The first step, he said, is an effort to develop common math and English curriculum standards that is being led by the National Governors Association and the Council of Chief State School Officers.
